This report by the UK Institute for European Environmental
Policy (IEEP) reviews the incentives in place to encourage business
action on climate change, and makes recommendations for
strengthening and simplifying the policy framework, including the
EU Emissions Trading Scheme (EU ETS). The report is based on
litterature and interviews with government, industry, NGOs
and independent experts as well as on a
stakeholder seminar held in November 2004.
