EU-Emissionshandel auf dem Prüfstand

In diesem Bericht identifiziert eine Task Force des Centre for European Policy Studies (CEPS) die Prioritäten für die zweite Phase des CO2-Emissionshandelssystems (EU-ETS, 2008-2012). Die Task Force spricht sich dafür aus, dass künftig die Harmonisierungsanforderungen, die Zuteilungsmethoden in den Mitgliedstaaten und die Transparenz der nationalen Allokationspläne stärker im Vordergrund stehen sollten.

The CEPS task force identified the following possibilities to introduce improvements in the second round of National Allocation Plans (NAPs):

  • NAP-related harmonisation requirements, such as the definition of combustion installations, treatment of small installations, new entrants, closure and transfer rules
  • other important areas include rules on allocation methodologies and, more generally, the transparency of NAPs
  • consolidate and simplify implementation of the EU ETS, whilst also incorporating the lessons ‚learnt by doing‘
  • improving simplicity, transparency and long-term abatement incentives to achieve EU and member state climate change and other policy objectives whilst ensuring the competitiveness of European business
  • the European Commission and member states should agree on a common format of NAPs that contains an executive summary presenting key figures, including: 
    • assumptions of economic and sector-specific economic growth
    • explanation of methodologies to establish the total number of allowances
    • Kyoto Protocol targets and the trajectory to get there
  • uniform implementation of EU rules on monitoringreporting and verification
  • expansion to other gases (unilateral opt-ins) provided that they are unanimously supported by the concerned industry, such as the opt-in of N20 emissions from nitric acid plants

Member states have until 30 June 2006 to submit their second round of NAPs to the Commission. The EU executive will hand over a mid-term assessment report and launch a formal strategic review no later than the end of June 2003.
